Overview
On April 1, 2014 Community Agencies Benefit Plans (CAB) implemented a New Plan Design that offers enhanced coverage and more options to non-profit agencies in Manitoba. This New Plan Design has three different extended health plan options that provide varying levels of coverage. All extended health options include coverage for prescription medication, hospital and ambulance coverage, paramedical practitioners, nursing care and out-of-country emergency medical. Two of the three options include a vision coverage component. There are four dental options under the new design that provides varying levels of coverage for basic and major dental care. Two of the dental options offer orthodontic coverage.
The plan offers extensive short and long-term disability coverage,as well as, an Employee Assistance Program that provides management referred employee assistance that offers support to your employees and their families.
Basic and optional life insurance coverage is offered under the new plan design as well as Accidental Death and Dismemberment coverage, Dependent Life insurance and Voluntary group critical illness coverage.
The new plan design offers unique executive coverage for agencies that wish to provide their executive leadership with enhanced Life Insurance, Accidental Death and
Dismemberment and Long-Term Disability coverage.
Agencies that were already participating in the Community Agency Group Benefits Plan had the option to grandfather their existing plan.
It is CAB’s desire to support the employer and employee when an employee goes on medical leave to assist the member in their recovery and return to work. In 2015 Community Agency Group Benefits Plan provides Early Referral Services (ERS) through Canada Life. ERS is a proactive disability management service that provides early involvement with employees at risk of disability.
Enrollment in the Plan is a condition of employment with your Agency. All permanent full-time and permanent part-time employees must enroll in the Plan. Benefit coverage is also extended to eligible family members.
It is often thought that if an employee is covered under another plan they do not have to enroll in this plan. This is wrong. An employee with comparable Health and/or Dental coverage under another plan may choose to waive these benefits only. It is mandatory for the employee to enroll in the remainder of the benefits even when waiving health and/or dental coverage (i.e. Life, AD&D, LTD, STD & EAP).

Cost Sharing
Premiums must be cost shared between the agency and employees. Employees are required to pay 100% of their Long-Term Disability and Weekly Indemnity (STD) premiums in order to keep the benefit non-taxable income should they be approved for either Short-Term or Long Term Disability benefits.
